Also, it is crucial that your communications are personalized to the individual. Express what specifically it is about them that interests you. Demonstrate that you are interested in helping them advance their own career, not just filling the immediate needs of your company. 

Finally, gain a sound understanding of what attracts passive candidates. Common motivators for this group include better compensation packages, healthier work-life balance and more challenging roles.
